On Thursday, January 19, the Hopkinsville City Council Committee of the Whole held their regularly scheduled meeting and voted on the Committee Chair and Vice Chair.
The Committee of the Whole proposed Amy Craig and Steve Keel as candidates for Chair, and Keel won the election out of the two. Councilmember Chuck Crabtree was voted Vice Chair without opposition.
The Committee also voted on the Council Presiding Officer in the absence of the mayor, which Travis Martin won over Natasha Francis.
In new business of the Committee meeting, Derek Watson discussed the Delta Regional Authority EZ Access grant transfer.
“EZ Access is the new industry that’s located on Pembroke Road- part of that incentive in order to get them to locate to Hopkinsville, was to provide them sewer utility,” said Watson.
Watson shared that the simple project is a 200-gallon-per-minute sewage pump station with 2,230 feet of four-inch force main.
“I’m pleased to let you know that we have finished the design, acquired all of the easements and received all the state approvals necessary,” said Watson.

Watson stated there’s plenty of room to accommodate EZ Access if they expand as well as many other properties and the project is expected to be complete by April or May.
“In administering the project, the Delta Regional Authority suggested we transfer the grant from the city to HWEA, so that we can begin to make draws and pay contractors,” said Watson.
The Committee of the Whole approved the resolution for City Council’s approval.
Hopkinsville Public Works Director Mike Perry presented the resolution for a Public Works Tool Stipend.
“Last year we hired a facility maintenance person to do most of our HVAC, light plumbing and light electrical for the city of Hopkinsville to save money. Part of this tool stipend is we reimburse this person for using these personal tools which include boat meters, hand tools, gauges and so forth,” said Perry.
Perry informed the Committee that the city does not buy tools for the employee, but rather gives him a stipend to replace the tools required for city upgrades. Perry claimed that by paying him back rather than purchasing the tools up front, the city is able to save money.
The Committee of the Whole approved the resolution for City Council’s approval.
